At the heart of it all is Chad Salahshour, a former law enforcement professional turned tech entrepreneur, whose personal mission to protect people has defined every decision the company makes.

“Because we’ve never taken outside funding, our only stakeholders are our customers,” says Salahshour, founder and CEO. “That’s why everything we build is centered on their safety, needs and environments.”

Over the years, due to the increasing number of clients and products, Salahshour has dedicated significant time to building a team of highly skilled individuals who share his passion for keeping people safe.

911Cellular's platform is designed around three core capabilities: Alert, Respond and Report, and Inform. Together, these elements form an integrated system that ensures help gets where it's needed, fast, while keeping everyone in the loop before, during, and after an incident.

The “Alert” layer includes wearable panic buttons like the BadgeR+, discreet wall-mounted buttons, a mobile safety app, and desktop-based triggers. Each option is designed to be intuitive and fast—key traits when users may be panicked or under duress. The hardware is built to function within existing networks and infrastructure, meaning installation is straightforward and scalable. The app also has smartwatch capabilities and optional Bluetooth wearable panic buttons that can be paired with it, giving users a way to alert quickly and discreetly even if their phone is in a backpack, briefcase, or pocket.

Once an alert is triggered, the platform’s “Respond and Report” layer kicks in. The Public Safety Hub acts as a live command center, giving dispatchers and administrators real-time location tracking, audio and video streams, and detailed incident reporting. It's designed to simplify decision-making under pressure and help organizations learn from every event. It supports detailed incident reporting, automatically logging who responded, what actions were taken, and when, to provide organizations with comprehensive documentation that supports compliance and post-incident review, helping you improve your safety strategies over time.

The third layer, "Inform," is a powerful mass notification system that broadcasts updates across multiple channels: phone, text, email, push notification, desktop takeovers, and more. Whether it's a building lockdown, severe weather alert, or routine campus update, the system ensures the right people get the right message at the right time.

But what truly makes 911Cellular unique is its willingness to tailor each deployment to the client's specific needs. From white-labeled mobile apps that fit a university's branding to fully customized panic button configurations, the company is more interested in effectiveness than off-the-shelf convenience. This flexibility also extends to budget and infrastructure. Organizations can start with a small implementation, perhaps a single building or group of high-risk staff, and expand over time, using the same centralized system.
