Altumint
Your Partner in Building Safer, Smarter Communities

Altumint

Holly Cooper, CEO
Altumint’s core mission is unequivocally to save lives on roadways—an ethos that resonates throughout its endeavors. The firm designs, manufactures, and configures AI-assisted automated vehicle recognition and traffic enforcement solutions. These innovative solutions help U.S. state and local government partners reduce accidents and fatalities while implementing public safety initiatives and promoting a change in driver behavior.

“Everything we do is to save lives. We empower customers to build safer communities on their roadways and ecosystem, protecting children in school zones and construction workers in work zones,” says Holly Cooper, CEO of Altumint.

A focus on road safety underpins its business model, client support, and ambition to improve the efficacy of public safety initiatives.

Despite the dynamic characteristics of the road network in the U.S., exemplified by the bustling streets of major metropolises and the tranquil highways of rural areas, the statistics are concerning. According to the National Highway Traffic Safety Administration (NHTSA), an estimated 42,795 traffic fatalities occurred in 2022, highlighting that road safety is a prominent public health concern.

Within this landscape, Altumint emerges as a torchbearer on the path to rewrite this narrative.

The company was established as a spin-off from a NASA aerospace engineering firm and is entirely U.S.- owned and operated. It equips law enforcement agencies with unparalleled capabilities to better protect their neighborhoods. Clients can remotely monitor multiple thoroughfares of concern and relocate essential road safety resources to where they are needed most. Altumint has strategically positioned its local field service technicians and program managers to ensure utmost responsiveness. Dedicated warehouses in different locations enable them to address any repair issues or equipment malfunctions promptly.

”We pride ourselves on our delivery model that focuses on operational excellence and client satisfaction”

Altumint provides invaluable expertise by leveraging its proprietary AI network to capture vehicle characteristics and identify individuals and vehicles involved in crimes or reckless driving. Its team offers exceptional customer service and modifies the products based on client and partner feedback. This accelerates smart city initiatives, helping authorities make data-driven decisions to improve the overall experience for residents and travelers.

Innovative Traffic Solutions

Altumint’s revolutionary visual technology and citation processing systems—Pro AVR™ and ProATE™—use AI, ML, and 4K color video cameras to capture vehicle and offender data. These innovations enable the continuous monitoring of speeding, thefts, altercations, and traffic violations, essentially covering any activity threatening community safety. They also allow for surveillance-assisted law enforcement, generating dependable forensic data and associated analytics.

Pro AVR, a turnkey, automated vehicle recognition system, captures vehicle details like brand, color, type, plate, and location from stationary and mobile platforms. It operates round-the-clock in all weather conditions, monitoring high-speed areas where traffic volumes range from 2,500 to 250,000 vehicles. The firm’s AI networks are trained to find these vehicles, even those with missing or obstructed plates. They can also identify distinct vehicle features such as bumper stickers, roof racks, and damage.

In contrast to other systems that use distracting and blinding white light flashes, Pro AVR uses infrared light to illuminate images. This not only assists drivers in verifying violations but also identifies road markings and obstacles like stripes, parapet walls, and traffic cones. Most of Altumint’s systems are equipped with light detection and ranging (LiDAR) for accurate speed and pattern detection. Images are extracted and forwarded to a proprietary back-office system that connects with a DMV service to access driver and registration information for liable road safety programs. While Altumint’s portfolio currently includes registered-owner liable programs, the firm is expanding into driver-liable programs.

Its web-based local and National Crime Information Center (NCIC) hot list alert system, which operates on any device and integrates with maps, enhances this performance, enabling enforcers to identify and track suspected vehicles in real-time.

Pro ATE is the automated traffic enforcement solution that detects violations, including speeding, school bus red light infractions, and traffic light violations. Altumint’s in-house program management ensures efficient detection. Its MVA database retrieval and match verification capabilities streamline the process while automated citation generation simplifies enforcement efforts, making Pro ATE a robust traffic management and safety solution.

Altumint offers traditional fixed pole installations, portable camera units and trailer-based solutions, which include diesel and solar-powered trailers designed for rapid deployment.

This flexibility allows law enforcers to quickly respond to evolving traffic situations, such as increased accident rates due to traffic light violations. Mobile red light camera units can be strategically relocated to areas that require heightened enforcement, enabling officers to respond to real-time shifts in behavioral patterns.

Driving Smarter, Safer Communities

These products function as force multipliers for law enforcement, helping authorities create safer roadways, reduce implicit bias, and expedite criminal investigations.

“Our products provide the information necessary for traffic management, helping law enforcers understand vehicle behaviors and identify trafficking patterns,” states Cooper.

Pro ATE uses point-to-point references, travel time, and vehicle frequency data to discern driver behaviors and patterns. The generated data serves as evidentiary support during legal proceedings. Altumint is executing a state-wide pilot program to deploy these systems extensively across roadways to detect driving patterns indicative of human and drug trafficking.

Altumint’s solutions play a vital role in restricting over-height vehicles in unauthorized areas, which can cause congestion and substantial damage to local infrastructure. These vehicles also obstruct visibility and pose potential threats in residential neighborhoods, especially where children are present. In this regard, authorities can enforce height restrictions, minimizing accident risks by discouraging any hazardous behavior. Altumint also identifies illegal ‘blocking the box’ incidents and prevents wrong-way detection and unauthorized traffic in designated areas, reducing accidents and urban congestion.

Authorities can analyze both real-time and archived video footage to extract valuable insights. Altumint has compiled a substantial dataset from roadside operations for comprehensive analysis. The firm does not just provide data; it offers electronic dashboards to interpret the wealth of information.

Once violations are identified, citations are issued via mail after approval from an issuing officer. The collected funds are directed toward various traffic calming and safety initiatives, eliminating upfront costs—a funding model distinct to Altumint. Any apprehension regarding the pervasive use of technology is addressed, helping local governments implement legislation that best protects their citizens.

The firm’s photo enforcement technology is instrumental in effectively managing congestion, enabling enforcers to regulate vehicle flow and introduce usage fees during specific times. In municipalities where photo enforcement is not legal, Altumint offers its automated speed warning program, conducting outreach campaigns to educate residents on reckless driving and improve driving behavior.

Automated technologies help authorities reduce the frequency of roadside interactions with citizens. This proactive approach addresses issues where uncertainty or improper procedures could escalate into conflicts, even in minor roadside safety scenarios.

For instance, law enforcement officers often need to pull over drivers on highways for traffic violations, exposing all parties to the risk of being struck by oncoming traffic. These situations also endanger other citizens. Secondary accidents often occur when drivers are distracted by “rubbernecking.” Implementing Pro ATE reduces the need for personnel to be physically present on the roadside.

Altumint has partnered with Real-Time Crime Centers (RTCC), software providers and license plate recognition vendors for seamless data integration. Leveraging APIs, the solutions directly feed data into police department applications to facilitate data-driven decision-making. These strategic collaborations enhance law enforcement capabilities and contribute to the broader vision of smarter, interconnected localities.

The firm’s devices seamlessly communicate with autonomous vehicles, fostering a smarter, more connected urban environment. These infrastructures can be repurposed to deploy additional sensors and Wi-Fi mesh networks to monitor pollution and high piercing noise levels. Captured details can be sent to police officers for review based on local legislation or ordinance requirements.

By virtue of its solutions, Altumint helps political influencers understand the safety benefits of these initiatives, enabling them to leverage modern technologies to protect residents. Even though it actively engages in urban projects, it has expanded its reach to rural communities with the belief that an enhanced quality of life should be accessible to all.

A Journey Toward Operational Excellence

In the highly competitive market, success is not just about providing a product; it's about delivering an experience. Altumint emerges as a true winner in this aspect, crafting exceptional customer journeys.

“We pride ourselves on our delivery model that focuses on operational excellence and client satisfaction. We offer a complete suite of back-office services and end-to-end experience that requires very little maintenance,” says Cooper.

From data collection and analysis to handling payments, call center inquiries, court hearings, and docket information for jurisdictional enforcement of tickets, Altumint manages every element of automated traffic enforcement on behalf of its customers. Delivered products are pre-packaged and integrated, requiring minimal resources, modifications, and technical expertise from the client. The firm also supplies the necessary hardware, software, services, installation, maintenance, operation and training.

Altumint follows a meticulous deployment process, often getting client programs operational in less than 120 days. Its dedicated implementation managers ensure a program is successfully launched from the outset. This allows for the seamless execution of off-site location transfers and project expansion without diverting the program manager's attention from daily operations. The firm partners with high-profile civil work contractors and power companies for swift initial installations of the systems.

Monthly operational meetings and product reviews keep clients informed of the progress and latest technological developments, facilitating approvals and feedback. This ongoing dialogue ensures the solutions and programs are customized and constantly updated to meet their specific needs and maximize the value of invested infrastructures.

Extensive content is provided for clients to share with their communities, aiming to alter driver behavior and foster transparency in public affairs. Altumint believes that educating authorities on best practices is crucial. The firm collaborates with scientific experts, engineers, and technology specialists to help clients learn how to formulate public health initiatives effectively.

”These products function as force multipliers for law enforcement, helping authorities create safer roadways, reduce implicit bias, and expedite criminal investigations”

It also facilitates connections with other customers, providing them with program templates and leveraging its wealth of experience to launch successful programs from day one. Negative connotations associated with photo enforcement are dispelled, enabling authorities to use the technology to improve pedestrian, traffic, community, and business safety.

Altumint’s team strives to be a trusted authority for clients, offering guidance to expand their safety programs and giving them the confidence to undertake successful ventures.

“We are an ever-growing company with additional focus and an internal R&D department that meets client needs as they move forward,” says Cooper.

Altumint's customer-centric delivery model has enabled clients of varied sizes and requirements to harness the true potential of photo enforcement technologies to nurture an environment that prioritizes community safety and well-being. For instance, it helped authorities in Macon-Bibb County deploy automated speed enforcement solutions in school zones and promote change in driver behavior. Speed analysis was conducted to ensure compliance with speed limit locations, facilitating the expansion or adjustment of programs and emphasizing the importance of data-driven traffic enforcement.

Dr. Keith Moffett, County Manager for Macon-Bibb County, says, “We have seen an immediate impact in driver behavior around all of our schools, not just the ones where we have cameras. The Altumint team has been very responsive to our input about implementation and responsive to our need for information or when we needed to change our plans.”

A significant driver of this success is Altumint’s dedicated and reliable team that strives to match or exceed client expectations. The team comprises program and implementation managers with 10 to 20 years of experience in diverse backgrounds, encompassing customer service, project management, construction, technology, and process improvement. The firm also welcomes entry-level talent who bring fresh perspectives to the operation. Whether facing vendor issues, technological upgrades or operational bottlenecks, Altumint’s personnel have the skills and agility to promptly address client needs.

“Our primary goal is to serve our customers with expertise they can rely on, so we can be a trusted partner,” says Cooper.

Altumint grew rapidly in 2023, tripling its team to better serve its expanding clientele list. It has delivered implementation timelines that exceed customer expectations. Flexibility in adapting to customer needs and fostering partnerships have earned it the reputation of a trusted advisor. Recently welcoming a new CFO and COO, Altumint is strengthening its team by bringing in additional industry leaders.

With the support of its private equity investor, Capitol Meridian Partners, the company remains committed to research and development (R&D), creating new products with enhanced capabilities, including a new back-office system and a citizen portal. New programs and project management functions have been developed to achieve world-class operational excellence. Looking ahead, Altumint aims to expand sensor integrations, enhance data integration, and provide a data-driven dashboard for improved traffic management through its existing photo enforcement systems infrastructure.

As Altumint strides forward, it's not just transforming law enforcement but pushing the boundaries of what is possible. In its journey to create a safer, more connected future, it strives to make communities feel secure, respected, and well-informed.
