One Plate, One Platform: The Future of Smart Parking Management

Luis Garma is founder and chairman of the board of Mobile Smart City Corp PANGO, a U.S. company building a unified smart-parking and mobility platform used by municipalities, airports, universities and private operators connecting payments, permits, enforcement and access on a single, secure data layer. 

Parking and ticketing are two of the most visible services a city provides, and over the past decade cities and operators have made them genuinely better, adding mobile payments, digital permits, license-plate cameras and real-time enforcement. Each of those tools works well. The exciting opportunity now isn’t to add more of them; it’s to connect the ones they already have. 

My background is in technology, much of it built in industries that cannot afford to go down: telecommunications, banking and insurance,  where systems run around the clock and security and reliability are non-negotiable. What drew me to smart cities, and to parking in particular, was the chance to bring that same discipline to a field that is only now becoming truly connected. Over the past several years, working alongside municipalities, airports, universities and private operators, I’ve watched a familiar and very understandable pattern  emerge. Capable systems, adopted at different moments for good reasons, end up running side by side without quite talking to one  another. A driver can pay for a reservation, arrive at the right garage and still meet a closed gate, because the reservation record, the plate reader and the access system were never introduced to each other. It’s nobody’s mistake; it’s simply what happens when good tools are added one at a time. 

That gap is also where the opportunity lives. Every dependable system I’ve worked in rests on one trustworthy identifier: an account number in banking, a subscriber ID in telecommunications. Parking already has one, hiding in plain sight: the license plate. Let it become the common thread that ties everything together, and a plate entered at reservation stays the same identifier at the gate, at payment, in enforcement and in reporting. Digitizing parking function by function isn’t a transformation; it’s just isolated tech. True digital transformation happens when payments, permits and enforcement share a single data layer, giving cities a genuine foundation for  smarter mobility decisions. 

The timing is right, because the technology has finally caught up. License plate recognition has advanced from capturing a scene to  reading it: vehicle type, color, make and model, which makes detection more reliable and enforcement more precise. Contactless payment has reset what drivers expect. And AI can now turn everyday parking data into foresight: comparing occupancy with payment activity, refining policy and moving toward demand-based pricing. That value becomes real once the underlying records live together, rather than being reassembled from separate systems after the fact. 

The most interesting challenges here are rarely technical: they’re about helping an organization bring its own pieces together. The first is continuity: one workflow that carries the same vehicle, payment and access information from end to end, so teams spend less time  reconciling exceptions and more time on the work that matters. The second is adoption, for drivers and staff alike; even an excellent platform can stumble if a session takes too many steps. That’s why we start every deployment by understanding an operator’s goals and shaping the system around them, with people on site during launches and support available around the clock. The third is trust: plates,  credentials, payments and access all move through the same environment, so security and data governance belong in the foundation, not added later. For us that means encrypted transactions, secure cloud infrastructure and independently certified standards like PCI DSS level one and ISO 27001, kept current through ongoing reviews. And there’s a quieter commitment worth naming: a genuinely smart system should work for everyone, including people without a smartphone or a bank account. 

Where this leads is bigger than parking. Once the plate is the shared ID and the data lives in one place, the whole curb becomes something a city can manage with intent: dynamic pricing, EV charging, loading zones, low-emission access, connected into the wider mobility  ecosystem. AI will move from describing what happened to helping cities decide what to do next. And parking becomes what it was  always meant to be: not a cost to be enforced, but infrastructure that generates revenue, eases congestion and makes moving through  a city a little easier. 

If three decades in technology have taught me anything, it’s that the goal was never the longest feature list; it’s removing friction: for the driver who just wants to park and go, and for the operator who wants one clear view instead of twelve.
