The rapid advancement of transformative technologies including AI, digital twins, autonomous vehicles, IoT, and blockchain is reshaping the world at an unprecedented pace. Gone are the days when the average citizen could comprehend how steam powers locomotives. In are the days when even software engineers do not fully understand how the algorithms they create make decisions.

Local governments face the challenge of prioritizing citizen safety, security, and privacy while delivering responsive, proactive, and efficient services. In a time of political polarization and dwindling confidence in government, it is critical to strengthen community. Amidst the pressing global issues we face, such as increased natural disasters, gun violence, civil unrest, and a pandemic, the concept of the “smart city” offers a beacon of hope. By leveraging emerging technologies and reimagining public administration, local governments can become more effective in addressing contemporary challenges and future opportunities.

Evolving Public Administration

The evolution of public administration theory has transitioned from a rigid hierarchical structure that prioritized mechanical-like efficiency to a customer-centric approach and, more recently, to a postmodern framework that embraces collaboration and networked governance. In the 21st century, local governments have an opportunity to define a new operating model. By hyper-localizing solutions, incorporating community input, and forming collaborative partnerships, governments can address complex challenges effectively. Establishing dedicated smart cities programs enables local governments to be agile in the face of evolving needs.

Operationalizing Smart Cities: San Antonio’s Approach

In San Antonio, we focused on operationalizing the smart city concept. We developed a consulting model called Smart Cities as a Service (SCaaS), that empowers city departments to effectively test and scale the use of emerging technologies. Our efforts have established a robust governance structure that aligns key departments including procurement, IT, legal, sustainability, and communications. This comprehensive approach is designed to expedite the prototyping and implementation of innovative solutions throughout the city.

Keeping it Local

It is essential for local governments to prioritize understanding the needs of their constituents. It is especially important to ensure that underserved and underrepresented populations have a voice in the decision-making process. As the smart cities team for San Antonio, we prioritize active engagement in a variety of ways including launching surveys for employees and residents, participating in community events, and hosting cross-departmental mixers to encourage collaboration. By adopting a “people-centered” approach, local government can cultivate trust, advance inclusivity, and launch initiatives directly aligned with the real needs of their community.

Instituting Culture Change

As Peter Drucker famously stated, “culture eats strategy for breakfast.” Strategic plans alone are insufficient to drive meaningful change; instead, initiating a culture shift must start at the highest levels of an organization. For example, data governance, data sharing, and data analysis are critical to the effectiveness of smart city initiatives. City leaders must equip departments with technical expertise to ensure data quality and mandate compliance with data policy. This will enable evidence-based decision-making to improve operations and increase trust among stakeholders. It is imperative for our cities to cultivate an environment of innovation by building a culture of continuous improvement.

Local governments hold immense potential for positive change within their communities. No other form of government is more directly responsive to its constituents. It is within our cities that new ideas form. It is where policy is implemented. It is where results are seen and impacts measured. San Antonio’s progress in smart cities stands as a testament to the power of collaboration among the public and private sectors, academia, community organizations, and nonprofits. The path to driving impact and scaling solutions necessitates collective action.
