PACEM Appoints New Chief Operating Officer
PACEM Solutions International and PACEM Defense appoint Andrew Knaggs as Chief Operating Officer.
FREMONT, CA: PACEM Solutions International and PACEM Defense LLC announce the appointment of Andrew Knaggs as Chief Operating Officer. In addition to bringing his expert leadership and executive experience in both the public and private sectors, Mr. Knaggs will further develop on PACEM's mission to offer cutting-edge approaches to consultancy, risk management, training, and delivery of high-quality munitions and less-lethal products to their clients worldwide. Mr. Knaggs comes to Cory Mills, Joseph Schmitz, Rana AL-Saadi, Shannon Doyle, and Kenneth Christo on the firm's executive leadership team in Falls Church, VA.
Before joining PACEM, Mr. Knaggs was a Republican candidate for U.S. Congress in Virginia's Seventh District. He also worked as counsel at the Virginia law firm, Executive Law Partners PLLC, where he served a diverse legal practice involving corporate law, cybersecurity, mergers and acquisitions, government contracting, and other national security-related problems. He presently serves as an adjunct teacher at The George Washington University Law School, where he teaches on national security law.
From 2017 to 2019, Mr. Knaggs worked in the Trump Administration as Deputy Assistant Secretary of Defense for Special Operations and Combating Terrorism. He headed the Department of Defense's global policies, authorities, plans, and resources related to special operations, counterterrorism, irregular warfare, hostage recovery, information operations, and sensitive military operations.
Before his appointment to the Trump Administration, Mr. Knaggs established Knaggs Law PLLC, nested in Washington, D.C., where he advised leaders and investors on corporate matters, including mergers and acquisitions, government contracting, and compliance. Before starting his law firm, Mr. Knaggs was a federal civilian at the Joint Improvised Explosive Device Defeat Organization as Chief of the Research & Engineering Division.
Mr. Knaggs commanded an Operational Detachment-A in 5th Special Forces Group, where he specialized in High-Altitude Low-Opening (HALO) airborne operations, implemented to combat in Iraq and secured the Bronze Star Medal for combat actions during Operation Iraqi Freedom. Mr. Knaggs has a Bachelor of Science in Civil Engineering from the U.S. Military Academy and a Juris Doctor degree from William & Mary Law School.
