Oxford Government Consulting

Oxford Government Consulting (Oxford) is a Service-Disabled Veteran-Owned Small Business and a provider of the full range of CIO support services, including: IT Strategic Planning, IT Governance, IT Capital Planning and Investment Control, Enterprise Architecture, Project Management Office Operations, Software Development, and Information Security and Assurance. Founded in 2009, the company has provided CIO and Management Consulting advisory services to a growing portfolio of clients, to include: the Department of Labor, the Department of Agriculture, the Department of Veterans Affairs (VA), and a number of commercial partner clients. “Our management and consulting teams have successfully implemented and delivered complex, high-value consulting services, including comprehensive IT enterprise planning frameworks for our cabinet level partners,” notes Gregg Kelly, President and CEO of Oxford.

Oxford brings the full range of management consulting capabilities to a variety of IT business situations, addressing the various pain points within federal CIO organizations. The company has helped government clients identify the optimal state of IT transformation for the future, and works with IT executives to develop a blueprint for IT strategic plan implementation in order to help them support federal missions or grow their business. The company focuses on maximizing IT performance improvements, and works with clients and the federal government to reduce costs via cloud and shared service strategies designed to meet mission needs. “We help executives and IT managers evaluate their specific business case for investment, set up projects for success, and ensure implementation to capture value. Our PMO practice ensures integrators and solution providers are delivering value, and are held accountable to meet milestone objectives via controlled PMBoK-based IT project management office activities,” adds Kelly. Thus, by redesigning the IT organization, and controlling the transformation, Oxford ensures a cost-effective IT investment portfolio performs in support of innovation and delivers breakthrough IT performance improvements. Underperforming or troubled projects are turned around or terminated.

For each client engagement, Oxford brings forth the expertise and tools to help commercial and government clients navigate their business situations. Oxford senior management personally serves its clients, offering comprehensive consulting services in core CIO operational areas—IT Strategic Plan Development, EA Roadmaps, Annual OMB EA submissions, IT Governance, IT Shared Services Strategies, Enterprise Investment Project Management Office Oversight, Data Management, Cyber Security Assessment, IT Services Catalog Development, Infrastructure Optimization, and Independent Verification and Validation activities.

Oxford's Public Sector consulting practice is focused on providing CIO Advisory Services to a broad portfolio of government clients that are driven to perform in a constrained fiscal environment. Federal CIO budgets will continue to be limited by sequestration and long-term budget deficits. Oxford continues to provide departmental value to federal cabinet level agencies by delivering business-driven, cost-sensitive, strategic business management consulting services to its clients.

Oxford's key strategy to staying ahead in its solution offerings includes a long-term commitment and understanding of the IT portfolios of the agencies Oxford serves, investing in recruiting, maintaining exceptional talent, and offering a consulting environment that allows thought leadership in solving Oxford’s clients’ most challenging issues. The company’s staff maintains an in-depth understanding and knowledge of all OMB-driven federal IT requirements. The staff effectively takes over the burden of IT enterprise framework operations including agency OMB and GAO reporting requirements, annual IT strategic planning requirements, and cyber-based FISMA reporting requirements.

Looking ahead, Oxford Government Consulting will continue to grow organically within the agencies it serves, and is working to expand services within VA under the Veterans First Contracting Program. Oxford currently services VA's Veterans Claims Intake Program and is working to obtain expanded PMO-based SDVOSB set-aside contract vehicles in 2014 at both the VA and the Department of Homeland Security.
