
Chief Chris Skinner
Chief Chris Skinner is a 25 year veteran of law enforcement. He began his law enforcement career in 1991 as a police. In 1993 he joined the Benton County Sheriff’s Office in Corvallis Oregon as a deputy sheriff and then got promoted to the rank of corporal and eventually attained the rank of sergeant.
In 2001 Chief Skinner joined the Hillsboro Police Department as a Lieutenant and rose through the ranks to the position of Deputy Chief of Police.
Chris Skinner currently serves as the Director of Police Services for the City of Richland Washington. As Director, he is responsible for the leadership and direction of the police department and Benton County Emergency Services which includes the regional dispatch center (SECOMM) and emergency management. Chief Skinner and a team of over 100 employees are responsible for the safety, security, and all hazard preparedness for the City of Richland and greater Benton County.
Chief Skinner has his Bachelor of Science in Law Enforcement from Western Oregon University and a Master of Business Administration from George Fox University. He is a graduate of the #217th session of the FBI National Academy and a graduate of Portland State University’s Executive Leadership Institute.
