Louis Carr
CIO, Clark County

Louis Carr was appointed CIO for Clark County, NV in March 2013. During this time Louis has overseen the deployment of several new technology initiatives including a new social services case management system, an enterprise mobile device management solution and establishing a shared services model for disaster recovery for several County departments. Prior to Clark County, Louis was the CIO for the Texas Department of Transportation from 2011 to 2013. Some of Louis’ accomplishments at TxDOT included consolidating the IT agency wide (staff and budget), creating new IT governance structure, deploying a new enterprise IT help desk system and deploying a new TxDOT website.

Louis has a Bachelor’s degree in Electrical Engineering and an MBA in Information Technology Management.
