As an experienced public-sector technology leader, I have focused my career on using technology to improve operations, strengthen resilience and enhance the customer experience. Technology strategy must remain aligned with organizational objectives so innovation delivers measurable value while preserving the reliability and security that critical services require.

In public transportation, digital innovation can help deliver reliable, accessible and customer-focused service. The priorities are clear: operational intelligence, connected infrastructure, cybersecurity, resilience and mission-driven leadership that strengthens public trust.

Technology Priorities for Reliability and Rider Trust

Customers rarely care about technology itself. They care about outcomes. Riders want to know when their bus will arrive, whether the information is accurate and whether they can depend on the service to reach their destination safely and on time.

As a technology leader, I approach technology investments with a simple question: Does this improve the rider experience and make service more reliable?

Public transportation is essential infrastructure. People depend on it to reach work, school, medical appointments and other important destinations. The future of transit technology should therefore focus on four priorities: reliability, operational visibility, customer experience and workforce enablement. When technology is implemented effectively, riders may never notice the technology itself. They simply experience more dependable service.

Reliability Begins with Real-Time Operational Intelligence

Uncertainty is one of the greatest sources of customer frustration in transit. A delayed vehicle can disrupt work schedules, childcare arrangements, medical appointments and other commitments.

Real-time tracking and passenger information systems have improved visibility into vehicle locations and expected arrival times. The next opportunity is to use operational data more effectively to anticipate problems before they become service disruptions.

Modern analytics, predictive maintenance and AI-assisted insights can help transit agencies identify challenges earlier and respond more quickly. Important questions include:

• Which routes consistently experience delays?

• What traffic patterns affect schedule performance?

• Do maintenance indicators suggest that a vehicle may experience problems before entering service?

• How can dispatchers receive actionable information sooner during disruptions?

Collecting data is no longer the primary challenge. Turning data into operational decisions is. Riders ultimately care less about how much data an agency collects than whether their bus arrives when expected.

Connected Infrastructure Creates Better Service

Transit vehicles cannot operate efficiently in isolation. The surrounding transportation ecosystem has a significant impact on service performance.

Looking ahead, transit agencies can expand connected transportation through smart intersections, enhanced signal priority, digital passenger information displays, connected bus stops and greater integration with municipal traffic management systems.

Reliability is often built through dozens of incremental improvements rather than one transformational technology project. Saving a minute at an intersection may seem insignificant, but multiplied across hundreds of daily trips, the impact becomes meaningful. In many cases, riders value a predictable commute more than simply a faster one.

Technology Must Strengthen Community Trust

Public transportation is fundamentally a people business. Technology supports the mission, but it is not the mission itself.

The true measure of success is not found only in dashboards, uptime reports or application metrics. Success is a student arriving at class on time, a healthcare worker reaching a shift without worrying about transportation or a senior citizen feeling confident traveling independently.

Every technology investment should ultimately strengthen trust in the system.

As GRTC continues to modernize operations, expand realtime information capabilities and improve the rider experience, the focus should remain on outcomes rather than technology. The future of connected transit is not about deploying more technology. It is about creating a transportation experience people can depend on every day.

Innovation Must Never Outpace Stability

Innovation creates value only when it improves reliability. New technology can be exciting, but if it introduces instability, complexity or unnecessary risk, it can become a distraction from the mission.

Technology initiatives should balance three priorities:

• Innovation that improves service and operational efficiency

• Stability that keeps critical systems available and dependable

• Cybersecurity that protects operations, customer information and public trust

None of these priorities can be sacrificed to achieve the others.

In public transportation, systems supporting dispatch, communications, vehicle tracking, customer information and infrastructure are essential to daily operations. Protecting them is not simply an IT responsibility; it is part of maintaining service continuity and public confidence.

That is why I approach modernization with a resilience-first mindset. Critical systems should have appropriate redundancy, security should be built into the design, employees should understand how to operate during disruptions and recovery procedures should be documented, tested and regularly exercised. New technology must also be evaluated under real-world operating conditions.

Technology projects should not be measured solely by implementation milestones. Launching a platform or deploying an application is not success.

Success is when service becomes more reliable.

Success is when information becomes more accurate.

Success is when employees can work more effectively.

Success is when riders have greater confidence in the system.

In public transportation, trust is earned one trip at a time. Innovation can help build that trust, but stability, resilience and cybersecurity sustain it.

Advice to Aspiring IT Leaders: Lead with Purpose

Technical knowledge alone does not define an effective technology leader. Early in a career, success may depend on what you know and the problems you can solve personally. As leadership responsibilities grow, success becomes more about aligning technology with organizational goals, managing risk, building relationships and helping people navigate change.

The best technology leaders understand the business first and the technology second. Before discussing solutions, understand the underlying challenge and determine whether the proposed technology solves a meaningful problem or creates measurable value.

Reliability can matter more than technological sophistication. Some of the most successful initiatives are not the most advanced; they are the ones that improve operations, reduce risk, increase efficiency or make life easier for customers and employees.

Communication and relationships are equally important. Technology leaders must translate architecture, infrastructure and technical requirements into outcomes that executive leaders understand, including operational performance, financial impact, risk and customer experience.

Digital transformation is rarely just a technology challenge. It is often a people and change-management challenge. Building trust with stakeholders, listening to operational concerns and involving people throughout the process can determine whether an initiative succeeds.

Cybersecurity must also be treated as an enabler of longterm success rather than simply a compliance requirement. As organizations become more connected, protecting systems, data and operations becomes inseparable from delivering value.

Finally, stay curious. Technology will continue to evolve, but effective leaders must continually learn beyond technology itself. Valuable lessons can come from operations, finance, customer service, leadership and organizational strategy.

If I could offer one piece of advice, it would be simple: lead with purpose.

Understand the mission. Understand the people you serve. Understand the outcomes that matter most.

Technology will continue to change, but organizations will always need leaders who can connect technology to meaningful results. The ability to understand the mission, recognize technological possibilities, manage risk and earn trust is what separates good technology managers from effective technology leaders.

That is where meaningful transformation begins and where lasting value is created for organizations and the communities they serve.
